Torie R. Phillips
Director of Sales

Torie has spent 17 years working in the plumbing industry in both sales and management rolls. He has worked on the distribution side with Ferguson Enterprises and most recently on the manufacturing side with the Kohler Company. He has won several sales awards based on his solid customer relationships built on trust and integrity. Also, he has extensive field experience with water conservation products.

Torie provides leadership for all day-to-day operations of the sales and marketing team at RTS Water. His responsibility includes developing and improving relationships with customers, coordinating sales operations with other departments in the company, and managing the sales cycle of all projects. In addition, he works to expand the RTS presence in trade associations and events.

Torie graduated from the University of Nebraska in 1993 with a degree in Business Administration.

Awards: Outstanding Sales and Leadership, Top Gun, Presidents Club, and Rookie of the year.

Phillip Miller
Director of Engineering

Phil joined an international engineering and consulting firm in 1989. Where he worked in several different areas over a period of ten years, including computer programming, mechanical design, and field commissioning. These roles brought him to work in several countries including Argentina, Australia, England, Indonesia, Israel, Poland, and Wales. He also led the Plant Performance and Testing Group which was responsible for demonstrating contractual performance guarantees on new generating plants

Phil became a Project Manager for a national Energy Service Company (ESCO) for six years, overseeing the feasibility investigations, investment-grade energy audits and studies, and project implementation phases of energy contracting projects. Clients for these projects included commercial property, military installations, state universities, and non-profit organizations.

He joined RTS Water Solutions in 2005. As Director of Engineering he is responsible for all project development and design.

Phil has a Bachelor of Science degree in Mechanical Engineering and is a licensed Professional Engineer in Kansas and California.

Kyle Kline
Business Development Executive

After moving to Anchorage Alaska in the wake of the Exxon Valdez oil spill, Kyle grew up devoting most of his time to the outdoors and wildlife. Kyle spent years with the Alaska Department of Fish and Game participating in education programs and was introduced to environmental conservation at an early age.

Kyle recently graduated from the University of Kansas and brings an array of skills, experiences, and a passion for environmentalism that makes him an ideal auditor and project analyst for RTS Water Solutions.

Kyle joined RTS Water Solutions in 2010. At RTS, Kyle’s responsibilities are to analyze prospective projects, and develop new water systems for both domestic and non-domestic water systems.

Dave Osborn
Director of Operations

Dave has been in the plumbing and construction industry for over 30 years. He began his plumbing and ventilation career in the plating industry where he spent 22 years and was responsible for the layout and installation of plumbing and ventilation systems for the auto and aircraft industry. He was a member and steward of the Plumbers and Pipefitters Union during those 22 years. He was then Project Manager for a major pool installer overseeing all construction until joining RTS Water Solutions.

Dave joined RTS Water Solutions in 2007. Dave’s responsibilities include overseeing all ongoing projects and preparation of future projects. He also does troubleshooting, helps with installations, assists field managers and does measure and verification. When needed, Dave also assists in auditing.

Dave is a licensed plumber. He is an I-CON Certified Installer, he has Sloan Training and Asbestos and Lead Paint Awareness Training.

Bob Stefanak
Controller/Procurement Manager

Bob brings thirty years of management experience to RTS Water Solutions. Prior to joining RTS, he was the Divisional Controller of a national tube manufacturer where he was responsible for maintaining all accounting and inventory policies, procedures, and decision making.

Bob joined RTS in 2008. His roles include day to day accounting responsibilities and reporting. This position requires substantial communication with company officers and owners, bankers, ESCO partners, customers, suppliers and operations personnel of all levels. Procuring materials for each project, coordinating timely delivery of materials to the designated site, and scheduling and demobilizing the job at completion are all in his scope of work. Administrative responsibilities include tracking job costs and schedules as well as preparing and delivering close-out documents to the end users.

Bob is a graduate of Youngstown State University with a Bachelor Degree in Accounting.

Russell Pruitt
Quality Assurance Manager

Russell has been in the plumbing and electrical business for over 30 years. He began his plumbing and electrical career in a family owned business. He obtained his electrical license while still in high school, and his plumber?s Journeyman and Master license?s shortly thereafter. In 1995, he became a city building inspector in Texas and was responsible for all aspects of construction including plumbing and electrical. He has worked closely with the public, general contractors, builders, municipalities, and various trades.



Everything we do is grounded in the principles and practice of trust and value. Trust is about how customers perceive who you are through direct interaction – and it’s a fundamentally powerful way to build relationships and value in customers projects.

RTS Water was built by engineers and ESCO professionals. But it’s our employee’s unique mix of experience, interests and passion that makes the difference. We have very intentionally put together a team that combines planners and designers, experimenters and storytellers, researchers and builders. For engineering and design projects, the result is resources to meet the unique needs of each project and client.

When we started out, we chose not to rely on the legacy of working models passed down from the old business world as the basis for our new company. Instead, we challenged the conventional formula and created a new approach and process. Even as we’ve grown in size and scale, we still are committed to: relationships on every piece of business, from the first contact through to the final deliverables; strong, agile teams that make the most effective use of engineering and design of your project; and in a turnkey fashion, on-time and on-budget.

Our History

RTS Water Solutions was formed in 2003 by key members of Retro-Tech Systems. The founding members of RTS Water Solutions felt that there was an opportunity for a customer focused company that provided both domestic and non-domestic water conservation solutions.

Through the experience of Retro-Tech Systems serving energy conservation needs, associated with lighting systems since 1993, RTS Water Solutions is uniquely qualified to provide total solutions to your facilities needs.

Today, after 13 years of solid growth, RTS is a national water conservation contractor. With 7 offices located across the US, the organization is poised to support a new era of growth by utilizing the latest proven technologies to support our customers objectives for their projects.
